Commander Taylor's letter of the 14th day, 1911

Mr Harcourt has already replied (0.0.letter No 15745
of 25th May, 1911) that he cannot admit Commander Taylor's
first complaint *I have been gondeuned unheard". Commander.
Taylor then rejoined that up to the date on which he received the crown Agents' letter of the 25th April, 1911 he was unaware that any charges had been preferred against him personally.
facts are that the defalcations in the Harbour Department which occurred on the 22nd October 1910 were reported by Commander
aylor on the 25th idem, and that Sir F.D.Lugard after full in-
quiry into the case stated in a minute dated the 5th Lovember
1910 that he did not consider Commander Taylor' explanation of the occurrence satisfactory and could not conscientiously accept it as exonerating Comandor Taylor. A copy of His Ex- cellency's minute was sent to Commander Taylor in Dir F.H.lay's
letter of the 9th November, 1910. Commander Taylor replied in a
letter dated the 11th November, 1910. The matter was then con-
sidered in: Executive Council on the 9th December, 1910, when :-
